最近,国家计委有关负责人表示,今年计划退耕还林面积3400万亩,宜林荒山荒地造林面积3993万亩。 在总结试点的基础上,今年将抓住粮食库存较多的有利时机,加快实行“退耕还林、开仓济贫”。要采取个体承包的方式,做到“三到户”,即:退耕还林和宜林荒山荒地造林,以及植被保护的任务落实到户;国家粮食补助、现金补助和种苗补助的政策兑现到户;实行“谁造林(草)、谁经营、谁受益”的政策,林草权属落实到户。
