为了贯彻落实中共中央关于制定“七五”计划建议中提出的进一步增强大中型企业活力的精神,最近,我们对南宁市的南宁机械厂、手扶拖拉机厂、钢精厂、无线电三厂、化工厂、橡胶厂、制药厂、绢纺厂、糖纸厂、卷烟厂、罐头厂、糖果厂等12户国营工业企业进行了一次调查。从这次调查来看,要进一步增强大中型企业活力,在产供销、人财物等方面要解决的问题还比较多,我们着重从财力分配和资金运用的角度进行了一些研究,并提出如下看法和意见。
