党的十五大提出加快推进国企改革,建立与社会主义市场经济体制相适应的现代企业制度。消防部门作为直接为经济建设服务的上层建筑的重要组成部分,必须进一步改进和加强消防监督管理工作,以适应新形势的需要。本文拟从舟山市企业改制的消防安全工作现状入手,就如何改进和加强消防监督管理工作作一初浅探讨。 改制企业情况和消防安全现状 去年8月,舟山市推开了企业改制工作,市政府专门成立了由市长挂帅的企业改制领导小组,下设企业改制办公室具体负责企业改制面上的指导协调工作。全市共确立256家企业进行改制,目前已列入改制的企业127家,其中国有企业75家,集体企业47家,其他5家,分布在经委、二轻、商业、供销、物资、城建、外贸等10多个系统。从企业具体情况看,既有规模较大的国有企业,又有规模较小的集体企业;既有效益较好的企业,也有濒临破产的企业。至1998年4月底,全市已完成改制企业43家,已经工商核准登记的31家,84家企业尚在改制过程中。企业改制的方式多样,以有限责任公司和股份合作制企业为主。43家已改制企业中,外资全额收购1家,破产重组及职工安置重组5家,整体拍卖1家,兼并6家,改制成有限责任公司和股份合作制企业30家。

Enterprise restructuring and fire safety status Last August, Zhoushan City, opened the restructuring of enterprises, the municipal government set up specifically by the mayor of the leading group of enterprise restructuring, set up under the restructuring of enterprises responsible for the restructuring of enterprises on the guidance and coordination of work . The mode of enterprise restructuring varies, with limited liability companies and joint-stock cooperative enterprises. Among the 43 enterprises that have already been restructured, 1 was acquired in full by foreign investors, 5 were under bankruptcy reorganization and employee reorganization, 1 overall auction, 6 mergers and acquisitions, restructuring into limited liability companies and 30 joint-stock cooperative enterprises.
