党的十九大做出“我国经济已由高速增长阶段转向高质量发展阶段”的重大判断,深刻揭示了新时代中国经济发展的历史方位和基本特征。江苏省委十三届三次全会确定了“推动高质量发展走在前列”的目标定位和“六个高质量”发展的实践路径,开启了江苏高质量发展的新征程。社会保障制度作为重要的经济社会政策,不仅直接关系人民群众获得感、幸福感、安全感的提升,也与构建现代化经济体系、推进供给侧结构性改革、实施乡村振兴战略、打赢脱贫攻坚战等重大战略密切相关,必须坚持锐意进取、改革创新,做好社会保障事业高质量发展的新答卷。
