2004年是国家广电总局确定的数字化发展年和产业化发展年。从去年年底开始,总局陆续出台了推进广电数字化,付费数字电视发展的相关政策、规定和决定,目前,全国已有经国家广电总局批准的五家数字付费电视运营平台:中央电视台、中广影视传输网络有限公司、电影卫星频道节目制作中心、北京广播影视集团、上海电视台和8月6日成立的十多家机构组成的中国有线数字付费电视联合体。截至5月底,我国数字电视试点单位已达49家,经总局批准开办的电视频道达47套。央视中国数字传媒公司已经和全国近40个城市的网络运营商签订了战略合作协议,可将其数字信号传到全国4700万有线电视用户,掌控18万多的机顶盒。中央电视台负责数字电视业务的风云传播有限公司
