开展防洪法规与防洪知识宣传教育 ,是保障和促进长江流域防洪非工程措施全面实施的一项重要措施 ,将为实现依法防洪提供重要社会条件和法制基础。从长江流域防洪实践出发 ,以重点地区———长江中下游地区为主 ,阐述了宣传教育的总体目标 ,结合重点对象和重点内容 ,提出了切合实际的措施 ,从传播学、大众心理学和管理学的角度 ,对宣传教育的方法与途径、领导体制与运行机制等关键问题进行了探讨。
Carrying out publicity and education on flood control regulations and flood control knowledge is an important measure to ensure and promote the full implementation of flood control non-engineering measures in the Yangtze River Basin and will provide important social conditions and legal basis for flood control according to law. Based on the practice of flood control in the Yangtze River Basin and focusing on the middle and lower reaches of the Yangtze River, a key area, the general objectives of propaganda and education are expounded. Practical measures are put forward based on the key targets and key contents. From the aspects of communication science, public psychology and Management perspective, the methods and ways of publicity and education, the leadership system and operational mechanisms and other key issues were discussed.
