Calling them “CIOs” is a reporter's wishful thinking. They are ordinary people. However, they are bit by bit involved in the informatization construction of Dalian City, shoulder the heavy responsibility of normal operation of informationization, and become a guarantee for various activities such as enterprise management, production and distribution. They do not have too much power nor too much salary, some pressure and burden. They silently offer in ordinary positions. Their position and role doomed them to stand on the cusp of informationization - in the face of “not waiting to die and doing what they want to die,” they did not hesitate and rushed forward.
