抗日战争时期的领导权问题从根本上来说是在两大层次上展开:一个是作为中国抗日战争得以发动和坚持基础的抗日民族统一战线由何种力量实行领导;另一个是中国抗日战争的具体进程由何种力量领导、如何领导。以上两大层次的问题就构成了抗日战争时期领导权问题的基本内涵。
