2008年初,四川省省委从推进新型工业化、新型城镇化和农业现代化的发展战略出发,做出了加快普及高中阶段教育、组织实施职业教育攻坚的重大决策。省教育厅厅长涂文涛在接受记者采访时说:“职教攻坚,要实现到2010年全省高中阶段教育规模达到300万人以上,中职在校生达到160万人的奋斗目标,这是从四川作为人口大省、农业大省的基本省情出发,实现四川经济社会发展战略目标,建设西部经济发展高地的必然选择。”
