经过大刀阔斧的改革,中国的电信市场终于迎来了全面竞争的格局。电信市场因为竞争变得更有活力,电信业务因为竞争而变得更加丰富,消费者因为竞争获得更多福利。但是在电信普遍服务这个市场失灵的领域,竞争带来的是普遍服务的缺失,而普遍服务的悬而未决也在某种程度上扭曲了企业的竞争行为。解决普遍服务难题,首先要根据中国的社会发展阶段和经济承受能力确定一个动态的电信普遍服务的水平和标准,并且从法律上和体制上为推行电信普遍服务营造良好的政策环境。在具体实施的层面还需要各地因地制宜地出台灵活的激励措施,利用技术进步、技术创新为普遍服务提供便利的技术手段。党的十六大提出了“全面建设小康社会”的奋斗目标,电信普遍服务作为缩小经济发展水平差距的一个重要手段。必将在全面建设小康社会中发挥积极的作用,为此,本刊现集中编发有关普遍服务的稿件,供广大读者参考借鉴。
After drastic reforms, China’s telecommunications market has finally ushered in a pattern of overall competition. As the telecommunications market has become more dynamic through competition, telecoms businesses have become richer by competition and consumers have enjoyed more benefits through competition. However, in the market failure of telecommunication universal service, the competition brings about the lack of universal service, and the unresolved universal service distorts the competitive behavior of enterprises to some extent. To solve the problem of universal service, we must first determine a dynamic level and standard of universal service for telecommunications based on the stage of social development and economic affordability in China, and create a favorable policy environment for the implementation of universal service for telecommunications by law and system. At the specific implementation level, flexible incentives are also required in various places to implement measures to local conditions and make use of technological advances and technological innovations to facilitate the provision of universal services. The 16th CPC National Congress proposed the goal of “building an overall well-to-do society,” and universal service of telecommunications as an important means of narrowing the gap in economic development. It is bound to play an active role in building an overall well-to-do society. To this end, we have compiled and distributed articles on universal service for the reference of readers.
