今年三月,党中央发出中委[1986]60号文件,决定撤销中央血吸虫病、地方病两个防治领导小组,其所承担的任务,由卫生部负责。这是中央在新形势下从改革的全局出发,经过反复酝酿做出的重要决定。文件指出,撤销两个防病领导小组“是为了减少中央专设的临时领导机构,充分发挥职能部门的作用”。这一决定是非常正确和适时的。根据中央文件精神,卫生部成立了地方病防治局,具体管理地方病、血吸虫病和其它寄生虫病及麻疯、性痛、防盲工作,并从五月一日起,全面开始了工作。为保持工作的连续性,五月下旬召开了全国地方病防治工作会议,在加强领导,搞好部门协调等方面迈出了扎实的一步。
In March of this year, the Party Central Committee issued Document No. 60 [1986] of the Central Committee of the Communist Party of China and decided to cancel the two leading groups for prevention and treatment of central schistosomiasis and endemic diseases. The Ministry of Health shall be responsible for the tasks it undertakes. This is an important decision that the Central Committee has made after repeated brewing from the overall situation of the reform under the new situation. The document pointed out that the revocation of the two disease prevention leading groups “was aimed at reducing the provisional leading bodies set up by the central government and giving full play to the functions of the functional departments.” This decision is very correct and timely. According to the spirit of the Central People’s Government, the Ministry of Health established the Bureau of Endemic Disease Control to specifically manage endemic diseases, schistosomiasis and other parasitic diseases as well as leprosy, sexual pain, and blindness prevention work. From May 1st, the Ministry of Health began its work. In order to maintain the continuity of work, a national conference on prevention and control of endemic diseases was held in late May, and a solid step was taken in strengthening leadership and improving department coordination.
