里根和布什的共和党政府执政十余年,在环境保护方面推行的是一项保守政策。美国二氧化碳的排放量占全球总排放量的23%,是世界上最大的制污者,它拒不承诺到2000年将二氧化碳的排放量限制在1990年的水平上。这一立场不仅和发展中国家,而且也和西欧各国的观点发生冲突。它拒不签署物种多样化公约,在资金和技术转让上,也不做明确承诺。这一立场住1992年的巴西环发大会上几乎成了众矢之的。
The Reagan and Bush Republican governments have been in power for more than a decade, and a conservative policy on environmental protection has been put in place. The United States, which accounts for 23% of global emissions of carbon dioxide, is the world’s largest producer of pollutants and refuses to commit to limiting its carbon dioxide emissions by the year 2000 to 1990 levels. This position conflicts not only with the developing countries but also with the Western European countries. It refuses to sign the Convention on Species Diversity and does not make a clear commitment on the transfer of funds and technology. This position has almost become the target of all at the 1992 UNCED in Paris.
