由于我们最近几年宏观调控成功,采取了适度从紧的财政货币政策,控制了货币的发行,使通货膨胀指数降得很低,因此有可能拿出较多的财力来刺激国内需求。这个需求就是加强铁路、公路、农田水利、市政、环保等方面的基础设施建设,加强高新技术产业的建设,加强现有企业的技术改造,当然还有住房建设,因为这是国民经济新的增长点。
