回眸几百年的工业革命,世界上许多发达国家和发展中国家,在工业化初期和中期,都曾走过一条先污染后治理的传统工业化发展道路。以高投入、高耗能、高消费、高污染为特征的工业文明,在物质生产取得巨大发展的同时,对地球资源的索取已超出了地球能够承受的能力,对生态环境的破坏已达到临界状态。近年来,关于生态环境的各类问题已逐渐演变为人类社会发展的一个中心问题,并且与政治、经济、文化、能源、外交等问题相互交织,紧密相连。同我们正在遭遇的全球金融危机相比,以气候变化为主要表现形式的生态危机,更具隐蔽性和迟缓性,其后果可能更具灾难性和长期性,保护自然资源和生态系统显得尤为迫切。促进经济社会可持续发展,构建人与自然和谐相处的生态文明,已日益成为全人类的共识。我国政府对生态文明也是高度重视,并正在采取切实有效的手段和办法进行规划和落实。2012年2月23日,江苏省13个地级城市接到了省政府下达的生态文明建设工程五年目标任务书,这在江苏省乃至全国生态文明建设的历史上还属首次。在国内外引起了强烈的反响,中国生态文明的历史,翻开了新的一页。
Looking back on the industrial revolution of hundreds of years, many developed countries and developing countries in the world have gone through a path of traditional industrialization that first polluted and controlled after the industrialization in the early and middle stages of industrialization. Industrial civilization characterized by high input, high energy consumption, high consumption and high pollution, while material production has made tremendous development, the access to the Earth’s resources has exceeded the Earth’s ability to withstand and the damage to the ecological environment has reached a critical level status. Compared with the global financial crisis we are experiencing, the ecological crisis with climate change as the main manifestation is more hidden and slow. Its consequences may be more catastrophic and long-term. It is particularly urgent to protect natural resources and ecosystems . To promote the sustainable development of economy and society and to build an ecological civilization in harmony with man and nature have increasingly become the consensus of all mankind. Our government also attaches great importance to ecological civilization and is taking effective measures and means to carry out planning and implementation. February 23, 2012, Jiangsu Province, 13 prefecture-level cities received the provincial government issued a five-year ecological civilization construction project objectives and tasks book, which in Jiangsu province and the country’s ecological civilization construction history is the first time. Aroused a strong response at home and abroad, the history of ecological civilization in China opened a new page.
