2007年春季发端于美国的次贷危机是二十世纪下半叶以来最为严重、影响最为广泛的全球性金融危机。华尔街金融风暴对我国有以下几点启示:①政府对住房市场的干预应当谨慎和适度;②过度负债是破坏金融系统稳定的罪魁祸首;③要注意防止金融衍生产品市场中的过度投机;④中央银行不应以控制通货膨胀作为货币政策的唯一目标;⑤应认真防范金融机构及其从业人员的道德风险。总体上看来,我国经济将在今年年中开始逐渐回暖,下半年会比上半年好,明年会比今年好。今年实现经济增长8%的目标是完全有可能的。但是发展经济的过程中还应当注意贯彻落实科学发展观,更加注意节约能源及保护环境,防止低水平的重复建设,防止增加过剩的生产能力。我国政府和企业还应当积极从危险中寻找机遇,对内调整结构,对外加强合作。
The subprime mortgage crisis that started in the United States in the spring of 2007 was the most serious and the most widespread global financial crisis since the second half of the twentieth century. The Wall Street financial turmoil on China has the following enlightenment: ① government intervention in the housing market should be cautious and appropriate; ② over-indebtedness is the culprit undermining the stability of the financial system; ③ should pay attention to prevent excessive speculation in the financial derivatives market; ④ central Banks should not control inflation as the sole objective of monetary policy; ⑤ The moral hazard of financial institutions and their employees should be carefully guarded. As a whole, our economy will start to pick up gradually in the middle of this year. The second half will be better than the first half and will be better next year than this year. It is entirely possible to achieve the goal of an economic growth of 8% this year. However, in the process of economic development, we should also pay attention to implementing the scientific concept of development, pay more attention to saving energy and protecting the environment, prevent low-level redundant construction and prevent an excess of productive capacity. Our government and enterprises should also actively look for opportunities from danger, adjust the structure internally and strengthen cooperation with foreign countries.
