东北等老工业基地为我国经济建设和国民经济体系的建立做出了重大的贡献,改革开放后,由于体制性因素和结构性矛盾的影响,东北等老工业基地的发展明显滞后,与经济发达地区的差距逐步加大。正是在这样的时代背景下,党的十六大提出了振兴东北等老工业基地的重大战略决策。财政部门在其中负有义不容辞的责任和重大的历史使命。那么该如何振兴东北等老工业基地?财政部门又该发挥怎样的作用呢?本刊特刊发一组文章,以期引起更广泛探讨。
Northeast China and other old industrial bases have made significant contributions to China’s economic construction and the establishment of a national economic system.
