2006年8月7-16日,由广东省水利厅李粤安副厅长领队的水利部《海堤工程设计规范》编制维第二调研组对北方五省(市)海堤进行了调研,调研组由水利部国际合作与科技司、水利部水利水电规划设计总院、国家海洋环境预报中心、广东省水利厅、广东省水利水电科学研究院、辽宁省水利水电勘测设计研究院的人员组成。调研组分别与辽宁省、河北省、天津市、山东省、江苏省水利厅的有关工程技术人员座谈,实地考察各地的典型海堤,深入了解海堤工程建设管理情况及相关经验。这次淘堤调研是水利部开展《海堤工程设计规范》编制工作的一项重要内容,将为科学制定符合我国南、北方实际情况,技术先进、安全可靠、经济合理的海堤设计规范奠定基础。

The research team discussed with the relevant engineers and technicians in Liaoning Province, Hebei Province, Tianjin Municipality, Shandong Province and Jiangsu Provincial Department of Water Resources and field inspected the typical seawalls in various places to understand the construction and management of seawall works and relevant experiences. The study of the embankment dike is an important part of the work of the Ministry of Water Resources in compiling the Code for Design of Sea Dike Project and will lay down a scientific code for the scientific design of seawall in line with the actual conditions in southern and northern China, with advanced technology, safe, reliable and economic. basis.
