西雅图会议的召开,更使 APEC 成为一个引人注目的话题。然而,关于 APEC 中的“C”,即 Cooperation,很长时间来存在着不同的解释,一种解释是:合作会议,第二种解释是:合作论坛,第三种解释是:合作共同体。其实,APEC 中的“C”的三种含义在某种意义上代表了 APEC 的三种可能的状态或“层次”,其中,前两者体现了目前 APEC 的实际,就是说,亚太经合部长级会议和亚太各国的经济合作都是目前客观存在的现实,至于共同体则是亚太地区的某些国家想要实现的一种目标,首先是美国,已明确地提出建立“新太平洋共同体”的目标。
The convening of the Seattle conference also made APEC a compelling topic. However, there are different explanations for “C” in APEC, that is, Cooperation, for a long time. One explanation is that the cooperative conference, the second is: the cooperation forum, and the third explanation is: the cooperative community. In fact, the three meanings of “C” in APEC represent, in a certain sense, the three possible states or “levels” of APEC. The first two reflect the current reality of APEC, that is, the APEC Ministerial Meeting And the economic cooperation among all countries in the Asia-Pacific region are the current objective reality. As for the community, it is one of the goals that certain countries in the Asia-Pacific region want to achieve. The United States in the first place has clearly set forth the goal of establishing a “new Pacific Community.”
