编辑的中心工作,是对刊物稿件的处理。稿件处理,包括选题、组稿(含投稿)、审读、修改加工、发排和校对以及退稿等环节。这些环节的处理,都要求编辑具备一定的素质,才能处理好。这些素质,概括地讲,即政治素质、学术素质、文字素质、编辑出版技术素质及道德素质等等。政治素质要求有坚定的政治立场、鲜明的政治态度和较高的政治理论修养。在编辑工作中的具体体现是,对稿件要把好政治质量关。能站在党和人民的立场上,
