从长远来看,制度是社会和谐的根本性保障,但由于制度本身是内生的,在制度变迁过程中存在制度难题。从理论逻辑和经验事实来看,以工业化和人力资本积累为内涵的经济发展是促进制度变革的能动因素,制度变革的“时机”在经济发展过程中逐渐成熟。由于我国地区之间、城乡之间的经济发展极不平衡,全国平均意义上的经济发展可能使我国错失制度改革的有利时机。从促进制度变革这一意义上来说,建设“和谐社会”的一系列政策是有价值的。
In the long run, the system is the fundamental guarantee of social harmony. However, as the system itself is endogenous, there are institutional problems in the institutional change. From the theoretical logic and empirical facts, economic development based on the accumulation of industrialization and human capital is an active factor to promote institutional change. The “timing” of institutional reform is gradually maturing in the process of economic development. Since the economic development between our regions and between urban and rural areas is extremely uneven, the economic development in an average national sense may cause our country to miss the favorable opportunity of system reform. In the sense of promoting institutional change, a series of policies for building a “harmonious society” are valuable.
