当前世界全球化进程越来越快,国际间和地区间的竞争越来越强。应对新的挑战,提高企业和政府的竞争力,发挥地区的比较优势,增强地区的吸引力,推动经济发展和综合实力提升成为竞争的主要方面。竞争的核心是人才,因此,各国、各地区争相引进人才,制定各种有利政策吸引人才尤其是海外人才回国就业、创业。当前,京津冀协同发展,三地区进行优势互补,增加区域发展竞争力,制定各种政策,促进整体的发展。为了促使河北省的发展,在当前有利的政策和环境下,引进人才尤其是具有国际视野的留学回国人员显得尤为重要。为了使河北省能够吸引更多留学人员回国创业,本人将从政策引导、建立服务机构、发挥高校优势、资金支持、生活支持等当面提升河北省创业环境,吸引留学归国人员创业。
In the current world, the process of globalization is getting faster and faster and the competition among nations and regions is getting stronger and stronger. Meeting the new challenges, enhancing the competitiveness of enterprises and the government, giving play to the comparative advantages of the region, enhancing the attractiveness of the region, and promoting the development of economy and overall strength have become the major aspects of competition. At the core of competition is talent, therefore, various countries and regions compete for talent, formulate various favorable policies to attract talents, especially overseas talents, to return to employment and start their own businesses. At present, with the coordinated development of Beijing, Tianjin and Ji, the three regions complement each other’s advantages, increase the competitiveness of regional development, formulate various policies and promote the overall development. In order to promote the development of Hebei Province, it is particularly important for the introduction of talents, especially returning overseas students with an international perspective, in the current favorable policies and environments. In order to make Hebei Province able to attract more overseas students to start their own businesses, I will promote entrepreneurship environment in Hebei Province from the aspects of policy guidance, establishment of service agencies, advantages of colleges and universities, financial support and life support, and attract returnees to start their own businesses.
