北京市于22009年全面启动了集体林权制度改革工作,当前正在深化改革。文章阐述了开展此项研究的选题依据;回顾了北京市集体林权制度改革工作的发展阶段;基于北京市集体林资源特征、农村集体林经济体制和集体林权制度改革模式,选择分析了北京市集体林制度特征;从集体林业产业和集体公益事业2个维度探析了集体林业发展现状与问题;最后从创新集体林产品和服务供给、生态林经营管理方式、林业经营组织形式、林业发展模式和林业发展动力等5个方面提出了深化改革的对策建议。
Beijing Municipality started the overall reform of the collective forest tenure system in 22009 and is currently deepening the reform. The paper elaborates on the basis of selecting the topic for this research. It reviews the development stage of the reform of collective forest rights system in Beijing. Based on the characteristics of collective forest resources in Beijing, the reform mode of rural collective forest economy and collective forest ownership system, From the two dimensions of collective forestry industry and collective public welfare undertakings, this paper analyzes the current situation and problems of collective forestry development. Finally, from the point of view of innovating the supply of collective forest products and services, the management and management mode of ecological forestry, the forms of forestry management organizations, Mode and forestry development impetus and other aspects of 5 proposed measures to deepen reform.
