毛泽东一贯重视党内反腐防变的斗争,无论在新民主主义革命时期还是在社会主义建设年代,始终将这一工作作为加强党的建设,巩固人民民主专政的一项重要措施。毛泽东提出反腐败思想由来已久。早在1929年,他在著名的《关于纠正党内错误思想》一文中,就指出:“红军第四军的共产党内存有各种非无产阶级思想,这对于执行党的正确路线,妨碍极大。若不彻底纠正,则中国伟大革命斗争给红军第四军的任务,是必然担负不起来的。”
