1983年全国水利工作会议确立了“加强经营管理,讲究经济效益”的水利方针。这一方针表明今后水利建设必须核算代价和效益,水利工作必须加强经营管理,走内涵为主的发展道路。
In 1983, the National Water Conservancy Conference established the water policy of “strengthening management and paying attention to economic benefits”. This guideline shows that in the future construction of water conservancy must calculate the costs and benefits, and water conservancy must strengthen its management and development based on connotation.
