2005年10月13日,在吉尔吉斯斯坦政府大厦举行了修宪大会的第一次会议。这次修宪的目的是废除独裁制度,防止专权行为;引入制衡机制,消除权力不平衡状态,为转入总统-议会制度创建先决条件。
On October 13, 2005, the first meeting of the constitutional amendment assembly was held in the Kyrgyz government building. The purpose of this amendment to the constitution is to abolish the dictatorship system and prevent it; to introduce checks and balances to eliminate the imbalance of power and to create the preconditions for the transfer to the presidential-parliamentary system.
