搞活企业已经成了举国上下关注的问题。但是搞活企业指的是什么,人们的认识并不一致。我认为,搞活企业是对作为商品生产者和经营者的企业提出的要求,是要求国有企业成为有充沛活力的社会主义商品生产者和经营者。这就是说,搞活企业不是对作为政府附属物的企业提出的要求,处于政府附属物地位的企业是难以搞活的。当我们对国营企业提出搞活的任务时,首先是要通过改革使之逐步成为商品生产者和经营者。如果不是这样认识问题,
