江苏南通县邮电局在完善农村投递工作中,推行了“计时定量、三包一奖”经济承包责任制,把农村投递员的责任同利益结合起来考核,取得较好成效。一、承包的做法“计时定量、三包一奖”经济承包责任制的关键是计时定量。这个局组织人员经过现场写实、跟班测量、反复验证、不断完善、逐步推行等做法,使责任制在农村投递中全面推开。①现场写实。内部处理工作时间,分为全过程处理报纸、杂志、平信、给据邮件;辅助工作时间分为登记统计、归班结算等。②跟班测量。主要测算外部投递时间,分为行程时间、投交时间、投递里程和投递点。行程时间就是单纯走路时间。投交时间又分为投交单位和个人;投交个人再分为投交平常邮件和给据邮件。投递
