2001年,布什政府《不让一个孩子掉队法》在美国国会通过,正式取代颁布于1968年的《双语教育法》。新法案充分强调中小学生英语能力的习得和提高,不再刻意关注少数民族学生的母语及文化。仔细考察这种对于双语教育政策的改革会发现这和一直以来美国政治中的文化同化策略一脉相承。分析美国双语教育的复杂性对于理解其政策中的政治性因素的作用大有裨益。
In 2001, the Bush administration passed the “No Child Left Behind Act” in the United States Congress, officially replacing the Bilingual Law enacted in 1968. The new act fully emphasizes the acquisition and improvement of English ability of primary and secondary school students, and no longer deliberately focuses on the native language and culture of ethnic minority students. A careful examination of this reform of the bilingual education policy will reveal the same strain as the cultural assimilation strategy in American politics. An analysis of the complexity of bilingual education in the United States is instrumental in understanding the role of political factors in its policies.
