根据湘政发[2000]17号文《关于进一步推进国有企业分离办社会职能工作的通知》精神,将国有企业办社会职能,逐步分离。由当地财政统一测算经费或补贴,纳入预算安排。 a.企业自办的公安处(所)、检察室、法庭、居委会等机构,必须在2000年底前完成分离。 b.企业自办的中小学校、医院、离退休人员管理办公室等公益型机构的分离分为三种情况:经济发达的省辖市所在城区的国有大中型企业要求在2000年底前完成;经济欠发达市、县和工业、交通、建筑等独立工矿区国有大中型企业2002年底前完成;少数偏远
