导致我国行政监督不力的原因很多,从外部监督主体看,人大、纪委、司法机关、社会力量等均存在独立性不足,权威性不够或力量弱小等原因。从内部监督主体看,监察机关和上级机关或者独立性不足,或者没有监督动力。所以,如何能在当前一元化的权力结构下,提升监督主体的独立性和权威性,就是我们提升行政监督效能的改革思路。同时,对政府的监督必须有强大的外部监督存在,其内部监督才能真正发挥作用,所以行政监督的改革有赖于外部政治体制改革的全面推进。
There are many reasons that lead to ineffective administrative supervision in our country. Judging from the main body of external supervision, people’s congresses, discipline inspection commissions, judicial organs and social forces all have some problems such as lack of independence, insufficient authority or weak power. From the perspective of the main body of internal supervision, supervisory organs and higher authorities are either not independent or have no incentive to supervise. Therefore, how to enhance the independence and authority of the supervisory body under the current unified power structure is the way we reform the administrative supervisory efficiency. At the same time, the supervision of the government must have a strong external supervision, and its internal supervision can really play its role. Therefore, the reform of the administrative supervision depends on the overall promotion of the reform of the external political system.
