残疾人的社会保障是对残疾人的突出困难和需要实行较全面的保障，尤其是对残疾人就业、生活与福利、教育、医疗康复和服务方面的保障。残疾人的保障是社会保障的一个重要部分，在中国一向受到社会、党与政府的关心与重视，并采取许多措施与方法，取得较好的社会效益。但如何加强、改进和发展残疾人社会保障问题仍是一个值得研究和解决的问题。
Social security for persons with disabilities is a more comprehensive guarantee for the outstanding difficulties and needs of persons with disabilities, especially those concerning employment, life and welfare, education, medical rehabilitation and services for persons with disabilities. The protection of disabled persons is an important part of social security. In China, it has always been the concern and importance of the society, the party and the government and has taken many measures and methods to achieve better social benefits. However, how to strengthen, improve and develop the social security for the handicapped is still a problem worth studying and resolving.
