信息技术已经成为社会转型、经济发展的主要驱动力,世界各国积极利用信息通讯技术再造本国政府,构建“电子政府”。该文从国外“电子政府”建设总体特征入手,介绍了国外“电子政府”的开展状况和主要特点,分析了国外“电子政府”的总体发展趋势,最后指出国外“电子政府”建设对我国建设“电子政府”的启示和借鉴之处。——编者
