《城镇企业职工基本养老保险关系转移接续暂行办法》(以下简称《暂行办法》)已经实行了半年有余。《暂行办法》规定包括农民工在内的参加城镇职工基本养老保险的所有人员,其基本养老保险关系可在跨省就业时同转移。这是一项呼应民意的重大举措。养老保险转移接续,对于保障社会公平和促进就业,意义重大。不过,也要看到,目前的《暂行办法》,还无法有效地应对劳动力异地流动日益频繁的现实,其中依然存在着不少的问题。
Interim Measures for the Transfer of the Transfer of Basic Endowment Insurance for Urban Employees (hereinafter referred to as the Interim Measures) have been implemented for more than six months. The Interim Measures stipulates that all personnel participating in the basic old-age insurance for urban workers, including migrant workers, should have the same basic old-age insurance relationship as they can when trans-provincial employment. This is a major move echoing public opinion. Transfer of old-age insurance to continue, for the protection of social equity and promote employment, great significance. However, we must also see that the current “Interim Measures” still can not effectively cope with the increasingly frequent reality of labor migration in different places, and many problems still remain.
