文化是社会文明程度和群众文化生活质量的重要标志。维护农民文化权益,满足农民文化需求是深入贯彻落实科学发展观、推进社会主义新农村建设的内在要求。宁德市各级党委、政府高度重视文化工作,文化惠民政策有效落实,文化建设总体升温。农村文化设施建设投入加大,但仍有不足;各种自办文化逐渐兴起,乡贤捐助文化事业热情升高;建立了乡、村两级文化管理人才队伍,但职能发挥还不够充分。要着眼当前农村精神文化生活现状和特点,从思想观念、内容形式、体制创新、队伍建设、资金运作等方面改善农村精神文化建设状况,努力提供更多更好的文化产品和服务,维护农民群众的基本文化权益。
