建立健全公平的体育资源配置制度,逐步缩小城乡和地域差距,是决定体育改革成效与成功的关键问题。主要考察了我国体育资源配置非均衡的现状,指出在区域、省际以及城乡之间存在较大差异。结合当前中央提出的“供给侧改革”的治理新思路,进一步从体制、机制与政策等“供给侧”层面,厘清了影响我国体育资源配置非均衡的因素:(1)在体制层面,经济发展不均衡、体育管理体制欠完善以及财权事权不匹配是致因;(2)在机制层面,“垂直型”决策机制的弊端与“单中心”供给机制的局限是致因;(3)在政策层面,政策执行效率的差异以及评估问责的乏力是致因。
Establishing and perfecting a fair distribution system of sports resources and gradually narrowing the gap between urban and rural areas are the key issues that determine the success and effectiveness of sports reform. Mainly investigated the current situation of unbalanced allocation of sports resources in our country, pointing out that there are big differences between regions, provinces and between urban and rural areas. Combining with the new idea of “supply-side reform” proposed by the central government, we further clarify the factors that affect the unbalanced allocation of sports resources in our country from the perspective of “supply side” such as system, mechanism and policy: (1) (2) At the mechanism level, the disadvantages of the “vertical” decision-making mechanism and the limitation of the “single-center” supply mechanism are: Cause; (3) At the policy level, differences in the efficiency of policy implementation and lack of accountability for evaluation are the cause.
