改革开放以来,中国经济总量取得了巨大成就,同时也产生了大量的问题。例如,城乡之间的差距迅速扩大,地域经济发展不平衡,贫困人口逐年递增,社会主要群体日益弱势化。解决经济转轨中产生的社会公正已经成为国家的战略任务。具体说来,大力发展经济以增加社会财富是至关重要的,加强社会保障机制、改变传统的“效率优先、兼顾公平”观念也是当务之急。
Since the reform and opening up, the total economic output in China has made great achievements, but a great deal of problems have also arisen. For example, the gap between urban and rural areas has rapidly expanded, the development of regional economy has been uneven, the number of poor people has been increasing year by year, and the major social groups have been increasingly disadvantaged. The solution of the social justice arising from the economic transition has become a national strategic task. Specifically speaking, it is of utmost importance to vigorously develop the economy so as to increase social wealth. It is also imperative to step up the social security mechanism and change the traditional concept of “giving priority to efficiency and giving consideration to fairness.”
