北京虽是有着3000多年建城史和800多年建都史的世界著名历史文化名城,但现在看来它也并非仅仅是美好的“天堂”和“宝地”,它自然灾害灾种全,各类城市人为灾害及重大事故隐患呈增长趋势,已构成一系列阻碍经济腾飞的“重灾死角”。按1993年日本名古屋国际会议“为了21世纪大城市地区灾害管理”及1994年5月日本横滨世界减灾大会通过的《横滨声明》和《减灾行动计划》都强调,全人类应在“国际减灾十年”剩余的五年中将减灾重点集中在重大灾害源及大城市方面,各国政府应率先垂范,配合国际社会进行
Although Beijing is a world-famous historical and cultural city with a history of more than 3,000 years and a capital of more than 800 years, it now seems that it is not only a beautiful paradise and treasure, but also natural disasters and disaster-stricken areas.
