近年来,在我国城市非政府组织的运行日益完善的背景下,农村非政府组织作为具有地域特性的一类民间组织受到社会各方面的重视。农村非政府组织是新农村建设中一支不可忽视的社会力量,其能力建设最终将关系到非政府组织作用的发挥,关系到社会主义新农村建设的进程和成效。但由于社会认识偏差、管理机制不健全、运作资金缺乏等方面的约束,和新农村建设中存在的新情况、新需求,使得目前我国农村非政府组织功能的发挥还存在一定的现实困境。因此,通过对我国农村非政府组织的研究有利于完善农村的社会组织体系,提高广大农民的生活水平,维护农村社会稳定持续发展,促进新农村建设的进程。
In recent years, under the background of the increasingly perfect operation of urban NGOs in our country, rural NGOs, as a kind of non-governmental organizations with geographical features, are valued by all sectors of society. Rural non-governmental organizations are a social force that can not be neglected in the new rural construction. Their capacity building will ultimately affect the non-governmental organizations’ role and the progress and effectiveness of building a new socialist countryside. However, there are still some realistic dilemmas in the function of rural NGOs in our country due to social constraints, inadequate management mechanisms, lack of working capital and other new and emerging needs in the new rural construction. Therefore, through the study of our country’s rural non-governmental organizations, it is in favor of perfecting the system of social organizations in rural areas, improving the standard of living of vast numbers of peasants, maintaining the stable and sustained development of rural society and promoting the process of building a new socialist countryside.
