周小川行长提出应减少对信用评级机构依赖的呼吁恰逢其时,也非常必要。客观来讲,从2008年金融危机到正在发酵的欧债危机,金融机构都扮演了重要角色。一个显著特点是,惠誉、标普和穆迪三大国际评级机构对金融危机、欧债危机的超前预测和预警几乎没有,更谈不上预防和避免危机的发生。他们主要的“功劳”在于两个方面:一方面是眼看着危机发生不可避免了,就助纣为虐降低危机震源国家以及机构、企业的信用评级,促使危机尽快爆发。
It is also timely and necessary for President Zhou Xiaochuan’s call for a reduction of reliance on credit rating agencies. Objectively speaking, from the financial crisis in 2008 to the ongoing European debt crisis, financial institutions have played an important role. A notable feature is that the three major international rating agencies of Fitch, S & P and Moody have almost no advance prediction and warning of the financial crisis and the European debt crisis, not to mention the prevention and avoidance of the crisis. Their main “credit ” lies in two aspects: On the one hand, it is inevitable to see the crisis occur, to help reduce the credit crisis crisis source countries and institutions, enterprises, credit rating, prompting the crisis as soon as possible.
