创业机制是推动当代经济发展的重要动力。通过对成都市、昆明市四所重点大学和三所事业单位的硕士、博士生进行问卷调查并建立结构方程模型,得出政府作用对高层次人才创业机制的建设,具有正相关关系,其中在制度供给、资金支持、环境建设中,政府的作用尤为凸显。为此,政府应为高层次人才创业机制的制度生成,提供制度供给、资金支持和保障良好的行政生态环境。
Entrepreneurship mechanism is to promote the contemporary economy an important driving force. Through the questionnaire survey and the structural equation modeling of the master’s and doctoral students from four key universities and three public institutions in Chengdu and Kunming, it is concluded that the government function has a positive correlation with the construction of high-level talent entrepreneurship mechanism. Among them, System supply, financial support, environmental construction, the role of the government is particularly prominent. To this end, the government should create a system of high-level talent entrepreneurship and provide a system of supply, financial support and a well-protected administrative environment.
