(接上期)三、对现行宪法进行第四次修改的主要内容对现行宪法进行第四次修改,主要是在前三次修宪基础上,对实践证明是成熟的、需要用宪法规范的、基本的、必需的、比较成熟的、非改不可的部分进行修改,对部分内容和个别条文进行修改,修改重点向宪法第二章、第三章、第四章适当倾斜,使更加完善。可改可不改的不改,可通过宪法解释予以明确的不改。十届全国人大二次会议通过的宪法修正案第十八条至三十一条共14条,涉及13个方面的内容,都是关系国家发展和长治久安的重大
