面对海上船舶溢油事故日趋增加的趋势,100多名专家呼吁我国尽快建立船舶油污损害赔偿机制,以保护海洋环境免遭破坏。交通部海事局常务副局长刘功臣在2002年海事论坛上介绍,近年来我国海上船舶溢油事故呈上升趋势。大连海事大学教授、我国著名海商法专家司玉琢认为,我国今后面临的海上防油污形势日趋严重。一方面,我国自1993年从石油出口转为石油进口国以来,石油进口量不断上升,2000年达到8831万吨。目前我国海上石油运量仅次于美国、日本,居世界第三位,抵达中国沿海港口的大型油轮越来越多,发生船舶重大油污事故的概率在增加;另一方面,在我国近海,大量个体油轮涌入市场,这些船舶质量差,存在着不安全隐患。

On the one hand, since China switched from oil export to oil importing country in 1993, its oil import volume has been on an upward trend, reaching 88.31 million tons in 2000. At present, China’s oil shipping volume next to the United States, Japan, ranking third in the world, arrived in China’s coastal ports more and more large oil tankers, the probability of a major oil pollution ship accident is increasing; the other hand, in our offshore, large Individual tanker into the market, the poor quality of these ships, there are unsafe hidden dangers.
