国家的产生是档案产生的社会历史条件之一,也是人民和各种组织从事社会实践活动而产生的多形态的历史记录。每一个机关单位的档案都是互相联系形成的,是一个有机整体。机关在执行各项任务的过程中,每处理一方面的工作,办理一起案件、召开一次会议等,都必然产生相关的文件,最后有条理的归存起来。档案来源于一定的基本单位,形成特定的历史活动。“今天”的档案,就是昨天的文件,“今天”的文件将是“明天”的档案。因此,加快档案管理信息化建设的步伐,推动档案管理系统的建设水平,成为了档案管理部门及工作者重要任务。
