发展是一个永恒的话题。正如发展总体上表现为渐进的自然过程一般,一个国家、一个民族历史演进的过程就是对这个国家、这个民族发展的历史轮廓的反映过程。经济发展是人类社会发展的基础,探讨经济发展问题既是要求又是必然。甘南藏区拥有着丰富的畜牧业、林业、矿产、水电、旅游以及藏药材等资源,在当下的市场竞争中如何发挥甘南资源竞争的潜在优势,如何增强资源支配力以掌控市场的主动权,如何实施战略布局实现甘南经济的“跨越式”发展,政府、学者和民众的观点见仁见智。本文试图以增强资源支配力——实现经济发展为线索,先提出甘南经济发展中需要正确认识的几种关系,进而对资源与甘南经济发展进行讨论。
Development is an eternal topic. Just as development as a whole manifests itself as a gradual natural process, the process of the historical evolution of a country or a nation is a reflection of the historical outline of the development of this country and this nation. Economic development is the basis for the development of human society. It is both necessary and necessary to explore the issue of economic development. Gannan Tibetan Area has rich resources of animal husbandry, forestry, mineral resources, hydropower, tourism and Tibetan medicinal materials.
