2004年我市农村税费改革试点工作总的要求是:坚持以“三个代表”重要思想为指导,牢固树立和落实科学发展观,全面落实《中共中央、国务院关于促进农民增加收入若干政策的意见》(中发[2004]1号)文件精神,紧紧围绕增加农民收入、保护和提高粮食综合生产能力两大任务,全面落实各项改革政策,进一步改革和完善农业税收制度,加快推进各项配套改革,建立健全农民负担监督管理机制,巩固改革成果。
