十月二十三日,苏联共产党召开了中央委员会全体会议。据报道,这次中央全会的唯一议题是:“关于土壤改良、提高改良过的土地的利用率,以稳步增加国家粮食总量的长期计划”。经过讨论,全会就发展农业生产采取了一些具体措施。但在管理体制方面并未作出新的决定。会议又一次表明,农业生产和食品供应仍然是苏联当前的一个尖锐问题。 苏共中央总书记契尔年科在全会上发表了长篇讲话。苏联部长会议主席吉洪诺夫就议题作了报告。
On October 23, the Communist Party of the Soviet Union held a plenary meeting of the Central Committee. It is reported that the only issue for this plenum was “a long-term plan for soil improvement and improvement of the utilization of improved land to steadily increase the national grain output.” After discussion, the Plenary took some concrete measures to develop agricultural production. However, no new decision was made on the management system. Meeting once again shows that agricultural production and food supply remain the current Soviet sharp issues.
