Now that our country is suffering from the financial crisis in Southeast Asia, it is affected by the extraordinary floods hit within a century. In order to cope with this situation of internal and external difficulties, we must take the initiative and act promptly and effectively. We must come up with timely and effective countermeasures. Our countermeasure and suggestion is to seize the major contradictions in the development and operation, speed up the process of urbanization of population by flood force, and take the opportunity of insufficient external demand to promote the development of the domestic market
