香港缺乏水资源和天然资源,可幸的是雨量充沛,年平均降雨量达2200mm,过去几乎依靠贮存这些珍贵的雨水作为主要的供水水源,但是,雨量多数集中在夏季,需建水库调蓄,因此,水库在供水系统中起着重要的作用,直到1965年共建成水库15座对市区供水,但贮水量有限,随着需水量日益增长以及陆地贮水地紧缺,遂于1968年利用海湾筑坝抽水,建成了香港第一座海上淡水库——船湾水库(Plover Cove),贮水量2.3亿 m~3,随后,1979年又建成了第二座海上淡水库——万宜水库(High Island),贮水量可达到2.81亿 m~3,这两座香港最大的淡水库
