中国加入WTO翻开了中美经贸关系发展史上新的一页,美国对华经贸政策也有了相应调整与嬗变。但是双边经贸交往过程仍然波浪起伏、变数较多、稳定性差。症结何在呢?笔者认为一个“传统”因素就是美国对华经贸政策具有两面性,这种两面性如同两只不协调却操纵着同一个方向盘的手,一只手把握着加强中美经贸合作的主导潮流,这是美国的利益之重;另一只手则总向“右转”用力,以中美贸易摩擦来寻衅滋事。美国对华经贸政策就是这样的矛盾统一体。“两只手”的
China’s accession to the WTO has opened a new chapter in the history of the development of Sino-U.S. Economic and trade relations. The U.S. economic and trade policies toward China have also been adjusted and changed accordingly. However, bilateral economic and trade exchanges are still ups and downs, with more variables and poor stability. The crux of the matter? The author believes that a “traditional” factor is that the U.S. economic and trade policies toward China have two sides. Such two sides behave like two uncoordinated hands that control the same steering wheel.
