The report of the 18th National Congress of the CPC pointed out: “To improve the social welfare system” and “protect the legitimate rights and interests of women and children”, “to perfect the social security and service system for disabled people and ensure the rights and interests of persons with disabilities”. In order to implement the spirit of the 18th National Congress and give full play to the key role that civil administration plays in social construction, we must take the scientific outlook on development as a guide, base ourselves on the actual economic and social development, and give full consideration to the urgent need of the survival and development of children, based on the cause of children’s welfare
